在国家的扶贫实践中,地方政府的行为策略是影响扶贫绩效的关键变量。通过对精准扶贫政策实践的调研发现,中央政府不断升级的治理手段为重构央地关系创造了条件,地方政府对国家扶贫理念转型认知的偏差以及在形成路径依赖之后的策略行为不仅容易产生对总体局势的误判,还为后期的政策困局埋下了伏笔。在此背景下,地方扶贫工作遭遇“指标困局”,即地方政府很难实事求是去识别贫困户,只能在既有的指标约束下进行精准识别,扶贫工作陷入了反复识别,却仍难实现精准的怪圈。  相似文献

在以往研究中,人们通常接受这样的假定:组织间信任必然会给组织与外部的交易带来正向收益。然而,组织间信任对交易收益也可能会产生组织不希望出现的负面影响。为此,我们重新审视了这一假说并发展了更为全面的理论框架来解释这一内部机制。首先,文章探讨组织间信任的内涵要素,进而分析组织间信任中计算性成分与非计算性成分的不同组合对交易收益的作用机制,从逻辑上推演出组织间信任与交易收益之间存在一种倒U型的关系;其次,提出两个重要的情境因素即信任的非对称性和环境的不确定性,讨论它们分别对上述倒U型关系的负向调节作用;再者,提出一组能够应对不同情境限制而同时仍然可增进或保持有益交易结果的调节策略;最后,讨论本研究的启示和未来研究可能的方向。  相似文献

Anyone trying to be a citizen has to pass through a set of practices trying to be a state. This paper investigates some of the ways testing practices calibrate citizens, and in doing so, perform “the state.” The paper focuses on three forms of citizenship testing, which it considers exemplary forms of “state work,” and which all, in various ways, concern “migration.” First, the constitution of a “border crossing,” which requires an identity test configured by deceptibility. Second, the Dutch asylum process, in which “being gay” can, in certain cases, be reason for being granted asylum, but where “being gay” is also the outcome of an examination organized by suspicion. And third, the Dutch measurement of immigrants’ “integration,” which is comprised of a testing process in which such factishes as “being a member of society” and “being modern” surface. Citizenship is analyzed in this paper as accrued and (re)configured along a migration trajectory that takes shape as a testing concours, meaning that subjects become citizens along a trajectory of testing practices. In contributing both to work on states and citizenship, and to work on testing, this paper thus puts forward the concept of citizenship testing as state work, where “state work is the term for that kind of labor that most knows itself as comparison, equivalency, and exchange in the social realm” (Harney, 2002, pp. 10–11). Throughout the testing practices discussed here, comparison, equivalency, and exchange figure prominently as the practical achievements of crafting states and citizens.  相似文献

In 2016, without the knowledge of its citizens, Baltimore City Police deployed a military aerial surveillance technology called Wide Area Motion Imagery (WAMI), which can track the movements of every person in public view over the entire city. Though the trial of the “spy plane,” as the program was dubbed, quickly ended in scandal, organizers from Baltimore’s low-income minority neighborhoods successfully rebooted the program in 2020, this time framing WAMI partly as a tool of “sousveillance” (watching “from below”) that can track the movements of police officers. The paper shows how organizers “rebranded” WAMI around two conceptions of sousveillance—“citizen-centered” and “state-centered”—creating an unlikely coalition of supporters from both pro- and anti-policing sides of the criminal justice reform debate. But while the renewed program has vowed to be a “Big Brother” to the state, it will continue to be used for traditional surveillance, raising troubling questions about privacy. The article sheds light on the politics of watching and being watched in the era of technology-driven criminal justice reform.  相似文献

The career decision state (CDS) was studied in relation to RIASEC (Realistic, Investigative, Artistic, Social, Enterprising, Conventional) profiles in Self-Directed Search results among college students (86 women, 27 men). Three CDS dimensions measured by the Career State Inventory (CSI; certainty, satisfaction, and clarity) were examined as predictors of RIASEC primary and secondary constructs. Significant, albeit modest, zero-order correlations (p < .05) emerged between clarity and 3 secondary constructs (i.e., consistency, commonness, and coherence). Results of regression analyses indicated that CSI dimensions predicted 1 secondary construct (i.e., commonness).  相似文献

Through the investigation of kolberi (cross-border labor), this paper sheds light on the state’s policy of de-development (or internal colonialization) of the Kurdish region (known as Rojhelat) in Iran. While the most dangerous form of labor, kolberi has become a dominant employment opportunity for Rojhelat Kurds in the last decade. There are no Iranian state laws criminalizing kolberi, and yet those laborers die on a regular basis—being shot or thrown off mountain cliffs by the state forces, stepping into minefields, and so forth. Nevertheless, there is not a single scholarly paper on this subject. Using the mixed methods research approach, our study analyzes the existing data along with in-depth interviews with 20 people who are currently engaged in kolberi to contextualize this understudied phenomenon. Our finding demonstrates that kolberi is a direct outcome of a uni-ethno-religious policies of development and part and parcel of the state's Perso-Shi‘ification strategy in Kurdistan. Therefore, kolberi is more of a political phenomenon than an economic one.  相似文献

Both Canada and the United States are considered liberal welfare states, yet exhibit notable differences in income poverty attributed to social policy. While a more generous welfare system lifts many above income poverty, models of household financial behaviour suggest that more income from the state should displace private savings via a substitution effect. Using nationally representative wealth surveys from Canada and the US from 1998/1999 to 2016 we extend knowledge on the relationship between the welfare state and private wealth accumulation. Specifically, we study household asset poverty defined as financial asset levels that fall below three-month adjusted income poverty threshold. Asset poverty rates varied over time in the two countries and were higher in the less generous US welfare state. Further, income transfer share was positively related to asset poverty in Canada but not in the US. Counterfactual estimates offered evidence of the substitution effect in Canada, where higher levels of transfers may crowd out private asset accumulation. Results invite further consideration of the concept of asset poverty and its relationship to welfare state characteristics.  相似文献

Historical institutionalist studies have explained institutional change as resulting from critical junctures that interrupt long periods of stability or from endogenous, incremental evolution. Building on these theories, discursive institutionalists have focused on the roles of agency, ideas and discourse as explainers of change. Combining these approaches, this article analyses Finland’s decision in 2014 to transfer the administration of basic social assistance from municipalities to the central government. This study demonstrates that institutional change can be both abrupt and evolutionary. Due to sudden, exceptional political circumstances, the decision in question was made quickly and under pressure, circumventing possible veto players. However, it was possible only because of the incremental, endogenous change that had occurred in the way in which social assistance was administered at the municipal level. It enabled a change in political discourse, which eroded the credibility of the ideational frames that policy actors had previously utilised to reject the centralised model.  相似文献
